Hi,
my 07 1.6m TS millage is between 9.8km/l to 10.8km/l. My ride come with open port apexi air filter and sti exhaust when I got my ride from the dealer. I'm using 17" rim, 215/45 tires, still able to achieve the millage. Actually impreza fuel consumption not that bad after all.
You guys can try out Pivot raizin spark type S, my millage actually get better by 0.15km/l on average.

If you have the owner manual, they have a recommended shifting speeds. Is the best compromise between fuel economy and vehicle performance. The speed is as below
1st to 2nd 24km/h
2nd to 3rd 40km/h
3rd to 4th 65km/h
4th to 5th 73km/h
So practically for every gear change at the speed recommended for each gear is around 3000rpm except from 4th to 5th is around 2500rpm. I always change gear around 3000rpm and you will realise actually your car pick up faster and dont consume much fuel. But you need to have a fast hand, otherwise your rpm will drop very fast when shifting and you will feel your car very sluggish. If you dont have a fast hand then you have to rev slightly higher before changing gear to compromise. The recommended shifting speeds is the best to give you better pick up yet fuel economy. (Recommended shifting speed taken from owner's manual)

I guess it'll help a little. Like 8-10% better mileage by downsizing your rims. But your car will
look like a buff guy with super skinny scrawny legs:)

Pls do consider adding items like broquet, open pod, CAI, ninja/samurai capsule ....whateva...
Broquet; altho it improves 8-12%, how many of us will benefit from the investment. Its not cheap to install so-called derived from aeroplane technology.
Open pod; Improves airflow and pickup to some extent but increases more impurities(dust/dirt) into ur engine. Ur engine oil darkens faster than using stock air filter
Capsule; basically increasing the volume of air and vacuum in the intake tract. It looks ugly and serves no purpose. Hardly any performance/race car can be seen using this. Unless u want to supercharge/turbocharge...dats another story
Piggyback ECU; makes ur ride more drivable. Crisp engine response, power etc. but not necessary good FC. Periodic tuning is needed but the stock ECU is smarter:rolleyes:
FC is subjective from 1 driver to another.
I was able to hit 460Km till reserve lite comes on. 70:30 highway:urban usage
RPM maintain <3K unless downshift to overtake
